First, the country is racing to close a digital and AI capability gap faster than most organisations can hire for it: a large majority of new job openings now call for digital skills that only a fraction of the current workforce holds, and most employers say they struggle to hire for AI-related roles even though nearly all of them have made it a priority. L&D sits at the centre of that race, but building AI-literate teams takes more than exposing people to tools — it takes judgment about when and how to use them well.
Second, practitioners themselves report the same capability shortfall globally, Malaysia included: most don’t have a reliable way to tell what people can actually do versus what they say they can do, and most say they lack the skills to prove their programmes made a measurable difference — not to produce content faster, but to demonstrate it actually worked.
Third, and often overlooked: most people responsible for developing others in Malaysian organisations aren’t specialist trainers at all. They’re managers and HR generalists doing it as part of the role, with little formal instructional grounding. Workplace learning research consistently names manager capability as the single biggest blocker to employee development — bigger than budget, bigger than course catalogue.
